Evidently the label can't be read.  Is there a labeled tape in the drive?
The 'new tape' message means that amanda doesn't think any of your previously
used tapes are due to be overwritten.  Possibly your tapecycle is less than
runspercycle, or you just haven't labeled all your tapes.
