I changed the runtapes to 5 and it still will not change tapes.  IT
fills up the first one and then runs out of tape. I am wondering why the
next tape it says it needs to use is "a new tape" instead of a tape
label.

Do you have runtapes > 1 setup in amanda.conf?  What are the relevant 
changer settings in amanda.conf?
