OK, I'll rephrase the question in the positive:

Is there any reason *why* GNUTAR_LISTED_INCREMENTAL_DIR 
is hardcoded at compile time?

:-)

(And yes, I agree: consistency would be nice. But we *can*
specify where this particular program puts its data. What's
worse -- crippling the functionality, or being inconsistent?)
