You could roll your own version of the RedHat RPM.

In a nutshell:
Get the respective source rpm from RedHat (e.g. amanda-2.4.3.src.rpm),
unpack it, edit the spec file to your liking (changing user, permissions as
you need them), rpm -ba amanda.spec, and there are your new shiny RPMs with
your changes. See e.g. http://rpm.redhat.com/RPM-HOWTO/ for details how to
deal with RPM.
