Just a follow-up: I tried this on Windows 10 Pro, and worked okay for me.

In your scenario, is the package on a remote disk, and maybe you are
double-clicking it from Windows Explorer, or launching it from within the
package's location on the remote share? The package will extract to the
current directory, and if you do not have write permissions, that could be
the issue. You say you see a window pop up: can you click in the window (or
get a screen shot) and verify that the files are being extracted, and not
skipped?

In my case, I downloaded the package to local disk on my machine, and ran
it from there, and it installed fine for me.
