I'm seeing the same thing on a regular manual install of Windows 7.1.6.0
client. Both 32 bit and 64 bit. I already opened a PMR.

7.1.6.0 fixed a critical security problem in the InstallShield program
that installs TSM. Something seems to have gotten loused up in the
packaging of the patched level of InstallShield with TSM.
