The installation guide makes the single comment "Passport Advantage is the only 
site that you can download a licensed package file from."    That really 
doesn't explain the behavior, especially since you can do a full install from 
the package on FixCentral except for the license file.  The reality is that you 
must install at least the license file from the Passport Advantage file, then 
install/upgrade with what FixCentral has.  Maybe a few more words are in order.

Hello Ben,

The license files are only included in the "protected area" of Passport
Advantage.
The "open" FTP area contains software without the licenses. Except for the
BA client.

@Andy,
It would help a lot if -only- the license pack was available at Passport
Advantage.
Now we need to download over 2GB of software for only a few kB's code.
Especially if you have a slow connection to the customers network, you have
double pain in case of installs.
