Hi Robert
By east of the UTC, I mean that when selecting the time zone, it has a plus
sign. For example, I am on the west coast, so when I go to set my time
zone, it is UTC-08:00. I believe that Israel is UTC+03:00, so you will need
to contact support and they will provide you a fix for OC.

If that is not the issue, see if you can connect to CMS using these 2 URLs.
You will need to use a TLS 1.2 compliant browser to access these (Chrome 30
+ or Firefox 27+)
