I removed the 6.3 client and installed 6.4.1. This installer is also not
working according to the manual. Here's what I did:
I downloaded 6.4.1 from the FTP site, downloaded 6.4.0 from Passport
Advantage
I extracted the sqlclient.lic from the 6.4.0 package
I extracted the 6.4.1 package to C:\tsm_images (again, a different
installer: 7z. Why?!?)
I executed SetupFCM.exe from C:\tsm_images\6.4.1.0-TIV-TSMSQL-Win. It
installed the framework, the server had to be rebooted and the FCM
installation continued afterwards.
You stated that I had to copy the license file to c:\Program
Files\TSM\TDPsql afterwards, but that directory does not exist yet!
I then installed the TDP client manually from
C:\tsm_images\6.4.1.0-TIV-TSMSQL-Win\fcm\x64\sql\6410\enu by running the
setup.exe. The directory to c:\Program Files\TSM\TDPsql then was created
and I could copy the license file to it.
After clicking the TDP for SQL link the setup wizard started and we
could successfully configure the TDP client. Now it works.
So, the SetupFCM does not start the TDPsql installation afterwards which
seems to be a bug to me since the manual does not specify that you have
to do this manually afterwards.

This may have been an issue with the 6.3.1 version.
Did you get the latest "6.4.1" package?

After installing it, make sure the "sqlclient.lic" is in the C:\Program
Files\Tivoli\TSM\TDPSql directory.
(or wherever you installed DP for SQL.)
After doing so, start the MMC GUI.
On the left hand side of the MMC GUI you should see a treeview that
looks something like this:
IBM Tivoli Data Protection
- IBM Tivoli Storage Manager
- Dashboard - SERVER1
- Manage
+ Configuration
+ Diagnostics
+ Learning
If you are not seeing this, open a PMR, maybe something else is wrong
with the configuration seeing the license file.
