I've run into this...  
     I classified it as a feature and didn't bother looking into it...
      
     One thing it does is protect you from someone leaving a time bomb  
     behind when they leave...

We deleted an administrative account, and afterwards, all schedules which  
were last changed by this 'deleted' admin did not run.
Error msg: administrator <name> not registered. (or so)
      
Is this a bug or a feature?
