Where is the policy domain/sets, etc stored?

We have 2 servers - a production server and a COB server.
Both the servers have TSM installations done by someone else.

If I issue the 'q domain' command I see the following.

On PROD
tsm: TSM>q domain

On COB

As can be seen, the COB server does not have the policy domain and sets defined like in PROD?
In case of a DR scenario if we fail over to COB, would documents be retrievable?

I mean where is this information about policy domain/ sets defined?
Is it in some file or in the databse?
 
If truly the COB server MUST be a TSM DR server, the DB from the PROD TSM server MUST be restored on the COB server. The policies, domains, etc are on the TSM DB.

During DR case, the COB TSM server will need to be restored from PROD TSM server, in which i believe you should have setup some means to present DB backup copies daily to COB site for the purpose and also with the data tape copies.
