Unable to label tape

Hi,

I have a few tapes in the I/O station,
usually when i run the label command it will label it and automatically check it into the library, after that I will define the tape 1 by1 into their pool.

The problem now is, when i run the label command, nothing seems to be happening. the tapes are not labeled or checked in.

i am using this to label
Label libvol 3576lib search=bulk labelsource=barcode overwrite=yes checkin=scratch waittime=0

it works before but now i not sure why it doesnt work. it only says the process starts but stops in less than a minute.
