TSM is requesting tapes out of sequence.

I have reclaimed several copypool tapes. I loaded the drive with empty tapes, low to high. When I start a backup of diskpool to copypool, it keeps requesting tapes that are higher in sequence even though there are empty tapes in drive. Example: 030101, 030102, 030103 are in drive but TSM requests 030257. All tapes are acc=readw. Also, this is occurring even though I have a tape that is still filling in drive. I have confirmed that the tapes are available to TSM
