tsm 6.1.3.2 mailbox restores OLD ansi pst format

I am in the process of testing single mailbox restores. I have a few bugs to work out. When I do a mailbox restore as a pst file, it creates file as a "Outlook Data File (97-2002)" format. This format is the ANSI format. This format has issues with Outlook 2010 and has a 2GB limit. Why is it not creating a Unicode format pst?
