Please check the exact db2 location in 6.3 and check whether it is in default location or moved to any...This might be one case

What does this file say:


The db2ckupgrade failed for specific reasons, that would be in that log file. Need to find the reason it failed before you can try to find a solution.

I have been testing the same upgrade from 6.3.1 to 7.1.3 and received the same error. The difference is that I am on AIX and not windows. When talking with IBM, there were problems in the hosts file having multiple entries for the server and in the services file where the correct entries for the database were not there. I deleted the extra entries and corrected the entries in the services file, then the upgrade completed without issues. In windows, those files would be in C:\Windows\System32\drivers\etc
