The snapshot operation failed ANS1375E and The operating system refused TSM request

Hi,

There is one scheduled backup keeps failing on a WinNT node

Please find the below error on dsmerror.log


11/15/2011 19:00:36 ANS1327W The snapshot operation for 'AKL-IONS1\SystemState\NULL\System State\SystemState' failed with error code: 102.
11/15/2011 19:00:36 ANS1228E Sending of object 'AKL-IONS1\SystemState\NULL\System State\SystemState' failed
11/15/2011 19:00:36 ANS1030E The operating system refused a TSM request for memory allocation.
11/15/2011 19:00:36 ANS1375E The snapshot operation failed.

11/15/2011 19:00:36 ANS1030E The operating system refused a TSM request for memory allocation.
11/15/2011 19:00:36 ANS1512E Scheduled event 'AKL_L3_1815_7DAY' failed. Return code = 12.


One of my friend advsed a temp solution:

For Temporary Fix : check the C:drive adsm.sys folder. Stop the scheduler services,clear the contents of the adsm.sys folder contents.Restart the scheduler services. Please take the test backup of system state,C and D Drive.
It is only working for manual backup and next day backup, after that the backup is failing again,


and also on the file space, only system backup is initiating and failing, no other file spaces like c, d drives are not getting started. and over all backup failing.


Could you please advise me what is the issue and permanent solution.
