tdp for oracle tdpoconf rc = 610

Hello I am trying configure tdp for oracle.
I have set tdpo.opt. dsm.sys dsm.opt according to the documentation.
I have set env Variable DSMI_DIR. I have checked with google a lot of things I have try to uninstall and reinstall everything even on another node. I have checked the language environemment en_us.

But tdpoconf stills complaining

rc = 610, Unable to open message text file


Does anybody got an idea?

Thanks but I am on AIX. I do not have any dsc file.
At last I found out it was only a link on dsm.sys missing in
/usr/tivoli/tsm/client/oracle/bin64
