and one thing can't figured it out, why all the schedule we set started late about 1 hour from planned ...

Because you use SCHEDMODE - POLLING.

certain weird things, i set up one time backup schedule running of specified date and time.. when the time is reached the schedule won't start. when i checked the event status it says "pending" ....

what thing is screwed this up ??

I try to explain but documentation is better.

TSM server support two schedule types:
1. Server prompted (schedule usuarlly start at time (+5-7 min)).
2. client pooling (schedule use random start time across sturtup window)

If client connect to server BEFORE start time and randomization set to 50%, server use 50% of sartup window for assign start time for client.
For example:
schedule start time 10:00
duration: 1 hour
randomization 50%
Client connect to server at 09:30 (before 10:00)
client receive randomly start time from 10:00 to 10:30

If client connect to server after start time and randomization set to 50%, server use 50% of REMAINING duration for assign start time for client.
For example:
schedule start time 10:00
duration: 1 hour
randomization 50%
Client connect to server at 10:29
client receive randomly start time from 10:30 to 10:45 (because REMAINING duration is 00:30 and 50% from 00:30 is 00:15)

So use dsm.opt or dsm.sys option SCHEDMODE for choice
for example:
SCHEDMODE PROMPTED
