Server maxed out or a systemic issue?

Running TSM 5.5.3 on AIX

Running DB backups constantly just to keep the recovery log from filling. "Show logpinned" usually says its pinned by the currently running DB backup or if I catch it at the right time I have a dirty page.

Any suggestions would be greatly appreciated.
