Restoring virtual machine

Hello,
i have TDP 6.4.01 5 installed in proxytsm(datamover) and i tried to restore a virtual machine in esxi host here's
my configuration

Server proxytsm tdpe 6.4.01
server esxi 5.5
the restore failed

I Googled: ANS9365E ANS5250E restore The device is referring to a nonexisting controller

doesn't make sense , because restored a vm without upgrade the TDPE at 7.1 using vsphere 5.5 and tdpe 6.4 and it's works.
why this virtual machine cannot restored .?
