Couldn't find this in the documentation anywhere but I discovered during several runs one day that each run of this command checks tapes in "vault retrieve" status. If there are already more tapes in that status than you have specified in the OFFSITERECLAIMLIMIT, the process will not run or end immediately. You have to have a larger number in this parm than you already have from any prior runs until you do a MOVE DRMEDIA to clear your requests for the day or week, however often you do it. Hope this helps somebody.
