NDMP config port 10,000 not listening

We're trying to setup a test TSM EE 6.3.4 server and hit a snag defining a ndmp datamover pointing back to a file pool. We get ANR4728E Server connection to file server <our.name> failed. I ran a tcpdump during this command and got no packets leaving the TSM server bound for the NAS. I found port 10,000 is NOT listening on the TSM server either. I suspect we have missed some step needed to enable ndmp.

The licenses look OK. We have defined a file type pool and verify that client backups work. We haven't setup the policy for TOC or ndmp storage yet, but in the script we're following, those steps come later.

The reason for the test is that our production 6.2.3 server doesn't support the NAS type isilon. We get a message to that effect. It does have port 10,000 in listen state and we have ndmp working to supported NAS there.

Any ideas?
