I know there was a previous thread on this but there was not a solution provided. The problem according to EMC is nsr/tmp file on the storage node. We have had this problem on two different versions of Networker and today have successfully reclaimed the domination of tape devices by the networker admins.
What worked for us is to stop services on the storage node
clear nsr/tmp
restart services
let the index server sort itself out and the drives become useable again.
I do not know if there is anything can be done on OS level but hey not having to restart an index server is a good thing
