Looking to restrict client archives

I'm looking for a way to restrict clients from being able to archive at all. I have already added the following into the clopt, but it still archives the directory structure.

Option: INCLEXCL
Sequence number: 100
Override: Yes
Option Value: EXCLUDE.ARCHIVE

I'm wondering if there is something that will stop them from even being able to start an archive?

Put the client in a management class that has no archive copy group. If theres no where to send the data, they can't archive.

This is already configured in this manner, but it is still archiving the directory structure. Even though it is not archiving any files to any storage pools the database could start storing unnecessary data.
