is there any drm solution without using copy pool

I've implemented tsm DRM with copy pool. If i my primary pool (library) goes down then i've to bring new library at primary site and then only i'll be able to retrive my data and i can't retrive data from copy pool. So if i want to take data back up on both sides through two different tsm servers with different libraries (not using copy pool), is it good solution for drm? please suggest me?
 
I'm unclear on what your problem is, and why.

One thing that jumps at me is you would be unable to retrieve data from your copypool. You can. If the primary pool is down but the copypool is up, TSM retrieves data directly from the copypool.
 
We create our DRM files and send them to local disk. We copy those files via scheduled task to another TSM server at the DR site.
