HSM error:Cannot allocate memory

We have 5 HSM node to manage migration job.
It happen that all process was hung on 4/15 and HSM issued "Cannot allocate memory" error with all dsm command.

ANS9531E recall1: cannot create a DM session: old session = 0
session info = dsmrecall. Reason : Cannot allocate memory

Fortunately, I found the solution from IBM supporting site.
ANS9531E cannot create a DM session. Reason: not enough space.

I kill dsmautomig and dsmwatchd process in HSM4. It resolved the session over high threshold problem.

But one of GPFS filesystem pool is still increasing its usage to 100%, I have to hold down new file to add into the GPFS pool. Sometimes the usage will go down to %75 overnight.

This morning I found the usage has reached to 93% again, and it has no sign that the usage level will go down.
Since I have stop all job that will create new file on GPFS last night.

How can I do with this problem?
