You ran a "move data". That is what made the volume empty and switched it to "pending" state. As the vol was marked offsite at the time tsm used the primary pool volumes to move the data to a new copypool volume. So there was nothing for a "backup stgpool" to do, as nothing has been deleted (just moved).

When I ran a move data though it said the volume had no data to move.
Have i still done it the right way?, and that a new offsite will now be generated?
