DB2 priority for backup

Is there any settings to set the DB2 priority for the TSM backup?

I keep getting this message:
ANR0494I Volume QA0327 in use. Session 347995 for node
NODE-A (DB2/AIX64) being preempted by higher priority
operation. (SESSION: 348107)

We found that the other node (e.g. Node B) is one has higher priority and cancel node A backup.

ANR0406I Session 348107 started for node NODE-B
(DB2/6000) (Tcp/Ip aix23prd-bul.tuc.com(35536)).
(SESSION: 348107)

What causes this? Is there something in the DB2 API that sets the priority?
Any help is greatly appreciated.
