If you have a windows 7 installation (and its probably the same for Windows 2008 R2) where the boot and system partitions are split, the system partition has no drive letter, the boot partition (where Windows is installed) does.
When you do a backup (image) of all your "local" drives (so you don't include SystemState), the system partition (which has no drive letter) is not included. This means that if you try and do a BMR it'll fail as the BCD etc has not been backed up.
This was with TSM BA client v6.1.2.0.
