You don't say how the drives are connected to the switch, but:

 connect to tldcd on sgs15i-001: Cannot assign requested address (126)

May mean that you have something in FC-AL mode that is using soft 
addressing.   You must have something that is routing between the SCSI 
tape drive and the FC switch - maybe you have embedded routers in the 
P7000?  In which case I suggest you check those, as they should be set up 
to do all your LUN masking or 'selective storage presentation' as Compaq 
say.   They may also have different FC port settings to check, for example 
to enable hard addressing.
