Mike,

Have a look under "Device Management -> Drives -> Drive Cleaning -> Action
-> Change Cleaning Frequency"
Make sure that the two dialog arears are blank. 

On your Tape Library make sure it is configured to do the cleaning. It seems
to be "better" that the hardware manages it's cleaning rather than
NetBackup.
