Specifying 16 streams for a tape drive is pretty hig, especially if you only 
generate 4 streams from the client. But of course it should work.
Is the second tape from the same pool of is it used for index backups?

There are several possibilities you can try:
  - Limit the client parallelism so that he can not send more data streams than 
you need.
  - Limit the savegroup parallelism accordingly.
  - Worst case, you may select only one tape drive for the pool. But do not 
forget that if you exclusively select 1 drive, NW does not have an alternative 
if this device will break.
