I'd say it's a monitoring sign judging the writing speed.
Usually I see the bars when it's actively writing and shows how fast
it's writing. (Ex. writing at 82 MB/s, 279gb). I don't see it when the
drive just shows writing (Ex. writing, 13gb)

What does the little horizontal green icon (4 bars) over a device mean
under the NMC gui?
I see this sometimes when the drive is writing, but not always. It goes
off for a while and then comes back on. Seems kind of random. Is this
some kind of speed threshold monitor?
