I use the following query all the time to find out where I have
recyclable tapes:

mminfo -r 'volume,pool,location' -q 'volrecycle'

If there is no entry in the location column, the tape is not currently
in any library. 

You could also run 

mminfo -r 'volume,pool,location' -q 'volrecycle' | grep -v 'libraryname'
which would give you only tapes that are not in any library, or

mminfo -r 'volume,pool,location' -q 'volrecycle,location=libraryname'
which would give you only those tapes in a particular library, or

mminfo -r 'volume,pool,location' -q 'volrecycle,pool=poolname'
which would give you only those tapes in a particular pool, etc.

Personally, the only time I manually relabel tapes is when I want to
change them to a pool that would not automatically grab recyclable tapes
such as the clone pool.  Otherwise, I just let Legato relabel the
recyclable tapes as needed.  For instance when I add tapes into the
library from off-line, I wait till they are recyclable and then when I
add them, I simply run an inventory (nsrjb -Iv) and Networker will then
relabel as needed.

I guess the one thing, though, that bothers me about the '-R' option is
that it seems silly to pull a tape in and then find out that it's not
eligible for recycling and then eject it and continue on when you could
simply avoid it to begin with by obtaining a list of all the tapes that
eligible ahead of time. Maybe a database query could quickly retrieve
that info, and an nsrjb command could be run to determine which of those
tapes is currently in the library and then you could re-label only
those, so the '-R' option is kind of moot at that point, but it could be
used as an additional precaution just in case, for some reason, a
non-eligible tape was accidentally loaded.
