wow, this issue is much more complex than would seem. something to further
complicate: when a tape is relabeled, does it use the same physical label,
or do you need to do what the term "relabel" would seem to indicate:
physically remove the old label and affix a new one?

This makes sense, but what I do in order to list out the recyclable tapes is
to grep the output of "nsrjb -v" for the string "yes", but using the -R
option looks more helpful.
