Then take a look at the latest messages guide (GC35-0271-04). ANS1449E is not 
documented
(although you can find it in the help facility of the command line client).
And for ANS5174E you'll find the "very helpful" hint:
"The user account running ADSM does not posses a required NT user 
right/privilege
for performing the current operation. See your system administrator."
(Reminds me of Microsoft ;-)
