For what it's worth:

About a year ago I setup a STK 9710.  I had similar problems as yours.  I
had STK engineers in there like you wouldn't believe and all they seemed to
want to do was swap parts out.

But to ADSM support success, we found out that a parameter on the library
had to be set:

Fast Drive Load needs to be enabled

I thought the word about that one got out, but hopefully for you it didn't
get to your STK reps.
