The primary reason that there is no Win95 scheduler GUI is that we
don't have one for Windows NT.  We've made one 32-bit client that
supports Windows 95 and Windows NT.  Since NT used the command line
for the scheduler, we did the same for Win 95.

I've never heard any comments one way or the other (until now) about
whether the scheduler GUI was liked or not (not counting the memory
footprint problem on the Mac).  Its good to know whether we should
continue to improve and propagate something like the GUI scheduler,
or just stay with the command line on everything but Mac and Windows.
