I'm not sure if this is there on 7.1.2, and/or Windows, but on AIX and 7.1.3, 
you can flag IP addresses as ISDN by editing the seedfile and putting a '+' in 
front of the IP address.  Then you get two new events:  "Backup line is 
DORMANT", and "Backup line is ACTIVE".
