I got frustrated by the provided scripts and patched "manually". I can
tell you :-) that if you decompress and extract each MP all the way to
the binaries and lib files, you'll find that MP4 replaces every file
that the previous packs MP1-3 touched (at least for HP-UX 11). If you're
feeling bold, extract the  VrtsNB_CLT_45_4_M.tar file (tar xvf
VrtsNB_CLT_45_4_M.tar). It will create a directory tree under your pwd -
usr/openv/netbackup/client/HP9000-800/HP-UX11.00 , for example. List the
files in /usr/openv/netbackup/bin and /usr/openv/lib and note the
permissions. Copy the files in the extracted directory to
/usr/openv/netbackup/bin/ and then copy the 2 .sl files to
/usr/openv/lib/. This over-writes the original files. Check the
permissions and adjust, if necessary. You're patched.

No guarantees. I'm comfortable screwing around like this. You may not
be. Take whatever precautions. If you screw up and don't go too far
astray, you can get back by re-installing 4.5GA.

Greetings

I have found that these patches are not cummulative. In other words 
before you apply MP4 you need MP3. Before MP3 you need MP2, and so on. 
Try starting with MP1 and work your way up to MP4. Why they aren't 
cummulative is beyond me.
