The servers file is not mandatory - it makes sense to restrict the NW client 
listening to certain NW servers (Enablers are also Disablers!). So it filters 
requests from various NW servers. 
However, if it does not exist or if it does not contain a valid info, you just 
open the gate. This has been NW behavior for years (at least from version 3).
Yes, the installation would create the file but nothing prevents you from 
deleting it later.

Note that the client will only recognize a change when the service/daemon is 
restarted.
