I think you need to find the Windows equivalent of the follwing Solaris commands:

 /usr/sbin/ndd -set /dev/tcp tcp_conn_req_max_q 1024
 /usr/sbin/ndd -set /dev/tcp tcp_conn_req_max_q0 4096

This is probably some registry key you need to tweak. Maybe you can find it in Networker's Performance Tuning guide.
