I have the same issue in NW 7.6 on Solaris 10 (Sparc) with Adv file type
devices running on DataDomain 880 and 610 (nfs)

It seems like NW treats target sessions as max sessions, it writes up to
target sessions on each device but instead off adding sessions to existing
devices when target sessions is reached on allocated devices it starts
asking for more devices instead off behaving as it should and go back and
add more sessions until max sessions is reached on the existing devices
allocated to that pool, works as it should on my 7.4.4 backup servers so
either it's an issue in 7.6 or I have missed something in my setup on my new
servers.
