[Networker] "Error on remote host: No address for SFCAPI:SfcIsFileProtected." from nsrpush command

I'm try to create a 7.5.1 Windows repository on a Solaris 10 (7.4.4) server.
# nsrpush -a -W -p NetWorker -v 7.5.1 -P win_x64 -m /tmp/mikeb -c
Windows-client -C "C:\temp\mikeb"
Hostname and mount point recorded.
Failure adding product from:
/tmp/mikeb/win_x64
Error on remote host: No address for SFCAPI:SfcIsFileProtected.
Add to repository status: retryable

Anyone know how to get the repository created?
