I have done this many moons ago with a 26 slot DLT library on 6.0.3
Networker, with a 16 slot licence and in the end I had to modify the
nsrjb.res file, (and I think the nsr.res file as well) to fake the slot
count. Of course you can then only use the number of slots you have then
defined in Networker from the Networker software. (Needless to say this
kind of thing is not supported by EMC.)
Only try this with the Networker daemons shutdown, and after you have
made a copy of the res files to fail back to if you have a problem.
I have not tried this on version 7.X and I know that it uses a more
complex res file system, so it may be a bad idea to even try. If you can
rig up a spare test server, try it on that.

The right way to do this is buy the larger licence.

I would try your point 1 suggestion of removing and replacing the
changer in Networker using nsrjb, but I don't think it will be enough.
