To the best of my knowledge, they would have to deploy a networker server for
restore purposes only. Officcially for that you would not need a license as
restores work anyway.
If they cannot use the existing infrastructure, yes then indexes should be
migrated or a complete repilica of the current server could be made.
Meta data and tape format are compatible only with the networker product
itself.
You may be in for a bit of work.
