vchanger implements a virtual autochanger that can have multiple virtual 
drives and multiple virtual magazines. A magazine is a disk partition 
with n files representing n slots containing volumes. Any slot on any 
magazine (any file on any disk partition) can be loaded into any of the 
defined virtual drives.

So, yes, it is possible for a restore job to run while another job runs, 
within reason. The restore job uses one virtual drive while the other 
job uses another. Naturally, the two jobs cannot use the same volume at 
the same time. You cannot backup the same client being restored, etc.
