Rsync will compare the content by computing a block-checksum at each
end and only transfer the differences.

Even if rsync did transfer them, backuppc would notice that the
content was the same as the pooled instance and replace the copy with
a hardlink anyway.  The timestamp goes into the attrib file so that
can be manged separately.

No, that should not be necessary.
