NFS mounts should be done as root, but they preserve the ownership and
permissions on the files/directories.   If the NAS had existing data,
be sure that the new installation has the same numeric uid for the
backuppc user as the old one and that the suid mechanism for the web
cgi is working.    The symptoms sound like the web cgi can't access
the socket created by the server daemon.  The location of this may be
distribtution-specific.  In the CentOS packaged version  it is
/var/run/BackupPC/BackupPC.sock.   Wherever it lands in the ubuntu
version, make sure it is writable by backuppc and that the cgi suid
mechanism is working for the web portion.
