Thanks everyone, I assumed something that was not true. This problem is behind me, I truly appreciate the help here - even though it pointed out something that I failed to verify as working. Once I added EPEL and then installed BackupPC it went as smoothly as anyone would expect.
I added EPEL during RHEL installation, so I thought it was done. Your messages prompted me to look and see if my assumption was correct and finding it wasn't led me to success.

The only thing I can think of is to try:
# yum clean all
It's pretty radical but non-destructive. It just means yum has to
re-download all the yum metadata from all of your repositories.
